The District Collector also known as District Magistrate (DM) in Government Service, he is the district head of bureaucratic administration in a state of India. He is also responsible for maintenance of law and order in his district. Magistrate originates from the Middle English word magistrate, which denotes “civil officer in charge of administrative laws”.
The District Magistrate or Collector is the Chief Executive of a district. He is the only responsible for performing the administration of the district smoothly and properly. In fact, the district is the dominant administration in India. The activities of the district administration cover practically a wide range and touch the love and activities of the people at almost every level. The main function of the district administration is to implement the programs with the active cooperation and support of the people of the district.
Role & Responsibility of DM in India
It is also their responsibility to hear appeals in revenue cases against the decisions taken by the Tehsildars and other subordinate revenue collectors in the district. Thus, as a revenue collector, he has to focus on collection of land revenue, maintenance of land records, land reforms, consolidation of holdings, etc. In fact the revenue collection work of the collector consists of revenue, excise and government exchequer. This includes individual items. The first is the estimation and collection of land revenue. “In common the district structure for this purpose consists of Collector (D. M.), Sub-Divisional Officer (Deputy Collector), Tehsildar, and Naib-Tehsildar and Patwari at village level.”
The second group consists of irrigation departments. Here the irrigation department usually makes a “demand list of irrigation dues” each season and sends it to the Collector or Tehsildar. The collector then collects it with his revenue staff.
The third element is income tax. Here also the assessment is done by the Income Tax authorities who are actually under the Central Government. They deposit income tax directly but they certify the arrears of income tax collection to the district collector for collection.
The fourth component is agricultural income tax which is also collected under the order of the District Collector.
The fifth element, sales tax, is also collected under the authority and responsibility of the District Collector, especially for collection of arrears.
The sixth element includes – court fees payable in connection with various judicial proceedings, such as the presentation of plain, issue of rights and other process documents and certified copies of proceedings. It also includes taxes on documents in the shape of revenue tickets. The district collector has a good say in these activities.
The seventh element of these revenue announcements is various types of excise. In the district, an officer of the district officer’s staff is designated as an employee of the district officer. He supervises and controls the functions of Excise Inspectors. There are also taxes on various other taxes such as motor vehicles, entertainment taxes, etc., which are collected under the supervision of the Collector.

District Megistrate Duties.
As District Magistrate, D.M. he is an executive magistrate. He is the head of all magistrates within the district (except additional district magistrates). It may be noted that although a District Magistrate is an officer of the Executive Branch and not of the Judicial Branch. However, the District Magistrate may be conferred judicial powers by the State Government under certain circumstances.
It is his duty to maintain the main peace and order in the district.

He looks after all election functions within the district, appoints the government advocate of the district, gives or issues certificates related to Scheduled Castes, Scheduled Tribes and other backward communities to individuals and appoints village watchmen and Punishes For violation of discipline etc.
As the Chief Executive Officer of the district, it is the duty of the District Magistrate to implement the posting transfer and hand over the leaves of various gazetted officers within the district to the government to implement various government orders, the budget of the district.
The District Magistrate serves as the Chief Protocol Officer of the district. He also performs census work, presides over or remains a member of local institutions, looks after the supply and proper distribution of daily necessities, listens and takes adequate steps to redress the grievances of the local people, Monitors youth activities. Apart from all these functions, the District Magistrate is also the Chief Development Officer of the district. Such capacity is to conduct all development plans and projects in the district, make them successful and remove all the hurdles in the way, effect the policy of democratic decentralization, and act as Chief Liaison Officer. All these categories of functions are regular functions of the District Magistrate.
